UNHCR – 2025 Global Compact on Refugees Indicator Report

The Global Compact on Refugees (GCR) Indicator Report 2025 provides a comprehensive assessment of global progress in implementing the GCR, covering the period from 2016 to mid-2025. It tracks advances and gaps across the four GCR objectives: easing pressure on host countries, enhancing refugee self-reliance, expanding access to third-country solutions, and supporting conditions for safe and dignified return. The report highlights that, while responsibility-sharing has improved modestly, it remains highly unequal, with low- and middle-income countries continuing to host the majority of the world’s refugees despite limited resources .

The report underscores the central role of the Global Refugee Forum (GRF) and its multi-stakeholder pledge mechanism in driving collective action. By mid-2025, more than 3,450 pledges had been made across 15 thematic areas, with 47 multi-stakeholder pledges involving over 1,300 partners. Progress tracking shows that 93% of pledges made in 2019 and 42% of those made in 2023 are fulfilled or underway, demonstrating tangible though uneven implementation .

While progress has been made in integrating refugees and stateless persons into national data systems, this progress remains fragile due to funding constraints. Strengthening national statistical systems and ensuring inclusive, high-quality data are identified as essential for evidence-based policymaking, accountability, and monitoring progress under the GCR. Overall, the report calls for renewed political commitment, sustained financing, and stronger multi-stakeholder cooperation to protect gains made so far and to ensure that refugees and host communities are supported through equitable, data-informed, and durable solutions .
