This is the official report of the Expert Group on Refugee, Internally Displaced Persons and Statelessness Statistics, submitted to the United Nations Statistical Commission at its fifty-seventh session, in March 2026. It details the progress achieved against the terms of reference for 2020–2025, with particular emphasis on the triennium 2023–2025. This period marked a significant milestone; with the endorsement of the International Recommendations on Statelessness Statistics (IROSS) in 2023, EGRISS completed three interconnected normative frameworks covering statistics on refugees, internally displaced persons, and stateless populations. Since then, efforts have concentrated on operationalising these standards — integrating them into national data systems, related international statistical frameworks, regional cooperation platforms, and capacity-development initiatives worldwide.
The report presents the EGRISS’ collective achievements across four strategic pillars: promoting the accessibility and adoption of the International Recommendations; developing complementary practical guidance and tools; strengthening the statistical capacity of national systems to support implementation; and monitoring progress to capture lessons learned. In the text, the Statistical Commission invited to review the achievements documented and to consider endorsement of terms of reference for the Group’s continuation (endorsed in the same session).
