This report from the Special Rapporteur on the human rights of internally displaced persons, Cecilia Jimenez-Damary, reflects on her mandate at the end of her six-year tenure. The document addresses development-induced displacement and outlines the basic human rights challenges affecting IDPs, particularly those displaced by development projects. In her address, she acknowledges the systemic challenges in development that may lead to arbitrary displacement and violation of human rights of those displaced in the process. The report makes reference to the IRIS as a guiding tool to improve statistics on IDPs, while recognizing the challenges that come with implementation. Lastly, the Special Rapporteur makes recommendations to relevant stakeholders on how to address these issues in the protection of displaced populations.
