Co-developing an open-source training package to strengthen national statistics on displacement and statelessness

Hosted by the Kenya National Bureau of Statistics (KNBS) in Nairobi, EGRISS convened a validation meeting to review and refine a Capacity Development Package developed in collaboration with multiple partners. The meeting brought together 23 participants from 17 National Statistical Offices, regional bodies, and international organisations, allowing a broad range of global expertise to meaningfully inform the discussions. The face‑to‑face format, facilitated by financial support from the UK’s Foreign, Commonwealth and Development Office (FCDO), proved particularly effective in fostering peer‑to‑peer exchange and the co-development of learning material based on a wide range of experience and resources.  

The Capacity Development Package (CDP) is being developed in different phases with the first phase covering: an introduction to EGRISS and statistical inclusion, the three statistical frameworks, key data sources, coordination mechanisms, and Sustainable Development Goals monitoring. It is designed to support National Statistical Systems in strengthening the inclusion of refugees, internally displaced persons (IDPs), and stateless persons in official statistics using the International Recommendations on Refugee (IRRS), IDP (IRIS), and Statelessness Statistics (IROSS),  in line with commitments under the Global Compact on Refugees and the United Nations Action Agenda on Internal Displacement.  

A new capacity development resource from the EGRISS community, the Package complements the Compilers’ Manual and E-learning and is designed for in-person delivery within different national, regional and institutional contexts. Its modular structure allows for adaptation to contexts, thereby promoting sustainable and context‑relevant capacity development. As a standardized “off-the-shelf” resource that will be publicly available, it also aims to accelerate and improve the quality and efficiency of the various capacity development efforts across the EGRISS community and beyond. 

During the meeting, participants engaged in a series of module “deep-dives” and plenary sessions to validate the scope and content of the first phase of the CDP. A timeline that aims to see results published by June 2026 was also elaborated, and a prioritized list of additional modules for phase two was outlined . In addition, initial discussions on a proposed Training of Trainers programme were also held with the ambition to build a cadre of qualified trainers capable of cascading knowledge and skills across institutions and regions.
